Symptoms

When try to apply OAM Bundle <Patch:27863715> for Oracle Access Manager 12c PS3 (OAM 12.2.1.3), OPatch gets stuck while backing up the files.
In command prompt when OPatch run it fail/gets stuck with

[Apr 18, 2018 10:10:22 AM] [INFO] Backing up files...
[Apr 18, 2018 10:10:22 AM] [INFO] OUI-67117:Backing up files affected by
the patch 'NApply' for restore. This might take a while..

in opatch2018-04-18_10-09-06AM_1.log there is:

[Apr 18, 2018 10:10:21 AM] [INFO] Start to wait for user-input at Wed Apr
18 10:10:21 CEST 2018
[Apr 18, 2018 10:10:22 AM] [INFO] Finish waiting for user-input at Wed Apr
18 10:10:22 CEST 2018

[Apr 18, 2018 10:10:22 AM] [INFO] Backing up files...
[Apr 18, 2018 10:10:22 AM] [INFO] OUI-67117:Backing up files affected by
