CASE Step (with Child WHEN and ELSE Steps) of ODI Load Plan not Evaluating Correctly

Symptoms
An Oracle Data Integrator (ODI) Load Plan has been configured as follows:
1. The first step of the Load Plan was a Case Variable with refresh enabled on this step
2. Next, there were three child steps - two WHEN statements ("When Value=YES" and "When Value=NO") and one ELSE statement
When executing this Load Plan, it was observed that ODI always executed the "When Value = YES" step - regardless of the value of the variable itself.
The Load Plan seemed not to ever execute the "When Value = YES", or the "Else" steps of the Load Plan.
