OUD 12c - OAM Not Able to Authenticate to OUD 12C Proxy Using RDBMS (Doc ID 2438702.1)

Symptoms

Using the following setup:
OAM 12.2.1.3, OUD 12.2.1.3 and DB 12.1.0.2.0.

To reproduce the issue:
1. Setup OUD 12C with a database work-flow per KM note:

2. Add OUD server as the Identity Store in OAM Console.
3. Login filed from a protected OAM page with a user from RDBMS
