After Upgrade To 12.2.1.3 User Role and Organization UDFs are Missing

Symptoms
After upgrading an OIM 11.1.2.2.x to OIM 12.2.1.3.x Organization, Role, and User UDFs cannot be seen and are not saved in the DB:
When a user tries to create a User, a Role, or an Organization, the UDFs are not saved in the DB even though the UDF fields are present in the DB.
Similarly, Organization, Role, and User UDFs which were existing before the upgrade are no longer shown in UI even though the values are present in the DB.
Changes
The issue occurs following an upgrade. Since there is no direct upgrade path from 11.1.2.2.x to 12.2.1.3.x, the upgrade path followed was 11.1.2.2.x to 11.1.2.3.x and then 12.2.1.3.x
