After Upgrade To 12.2.1.3 User and Organization UDFs are Missing (Doc ID 2438738.1)

Symptoms

After upgrading an OIM 11.1.2.2.x to OIM 12.2.1.3.x Organization and User UDFs cannot be seen and are not saved in the DB:

When a user tries to create a User or an Organization, the UDFs are not saved in the DB even though the UDF fields are present in the DB. 

Similarly, Organization and User UDFs which were existing before the upgrade are no longer shown in UI even though the values are present in the DB.

Changes

The issue occurs following an upgrade.  Since there is no direct upgrade path from 11.1.2.2.x to 12.2.1.3.x, the upgrade path followed was 11.1.2.2.x to 11.1.2.3.x and then 12.2.1.3.x
