Symptoms

When attempting to start a WebLogic 12.1.3 Managed Server after patching Windows with KB4338815 KB4338824, the following error occurs binding to ip:port.

You may be hitting another similarly presenting issue if windows was not patched. If so please see, java.net.BindException: Address already in use: JVM_Bind (Java SE6 1.6.0_51+ and JDK1.7u25+) on Microsoft Windows <Document 1932828.1>
