Error "Configuration Has Settings With Duplicate Key ..." In sites.log (Doc ID 2438987.1)

Symptoms

On : 12.2.1.3.0 version, WebCenter Sites

the following error occurs in sites.log once when the server starts.

The issue can be reproduced at will with the following steps:

It looks like it gets displayed only once during the WCS start; It happens when it initially loads the properties. WCS seems to be working fine.

The "DOMAIN_HOME/wcsites/wcsites/config/wcs_properties.json" file contains a single entry for such property.

This error was not occurring in a fresh WCS 12c install, only an upgrade from 11g install.
