Symptoms

On : 12.2.1.2.0 version, JDeveloper Core (Apps, Projects, Customizations, etc.)

Cannot modify "bc4j.xcfg" file.

ACTUAL BEHAVIOR
---------------
When editing "bc4j.xcfg" file, it is completely greyed-out. Therefore, it cannot be edited.

EXPECTED BEHAVIOR
-----------------------
"bc4j.xcfg" file is expected to be editable.
