SOA Upgrade Assistant 12.2.1.3 Fails On ESS Schema With Repository Database Hosted On AWS RDS (Doc ID 2440141.1)

Goal

We have started to test the upgrade of our FMW environments (OSB/BPM/SOA) from 12.2.1.1 to 12.2.1.3. Our repository databases are hosted on AWS RDS, which means we do not have SYSDBA access to the database but only an "admin" user with some but not all DBA privileges. This causes a problem when attempting to upgrade the ESS database schema with the Upgrade Assistant. The pre-upgrade check fails with:

 

For the RCU we have a workaround whereby the ESS user is created in advance using RDS-provided wrappers with grants of the DBMS packages involved and the ESS schema actually already has all the privileges it needs. However, the Upgrade Assistant is not aware of this. Is there any way around this issue?
