WFR RTS Hangs When Processing Large or Invalid Images and Error "Import step: Failed to add file" Occurs in the H_Log (Doc ID 2440628.1)

Symptoms

RTS Instance hangs when attempting to process a large bad image. Good images are processed, as expected.  When a large image that does not meet the image requirements is processed, it is moved to the "Bad_Images" folder, as expected.  However, it causes each RTS instance on that machine to hang, requiring the WebCenter Forms Recognition Service to be restarted.
