On : 12.2.1.3.0 version, Java Platform Security

Failure to startup Admin and managed server after switching to secondary database

The next error is observed, when using MS SQL Server as OPSS Policy store

JpsStartup start. Reason oracle.security.jps.JpsException: JPS-01055: Could not create credential store instance. Reason oracle.security.jps.service.policystore.PolicyStoreConnectivityException: JPS-00027: There was an internal error:
 java.sql.SQLException: [FMWGEN][SQLServer JDBC Driver][SQLServer]Cannot open user default database. Login failed.


The issue can be reproduced at will with the following steps:

1. When the server(s) is restarted after switching the primary database to secondary database, the admin and managed server are not able to start in the cluster.

2.The use case is to while implementing fail-over
