After Server Name Change, The BPEL Connection Times Out with "Failed to read WSDL file"

Symptoms
An Imaging server is moved to a new data center. The BPEL connection within the Imaging console has been updated to reflect the new SOA server name, and the connection tests fine. When attempting to edit an application, and then review the Workflow Configuration, it times out.
This error occurs in the Imaging Log:
