WebLogic 12c Application Fails to Load with "javax.xml.xpc.JAXRPCException: Registering with interception service" (Doc ID 2443273.1)

After migrating from Fusion Middleware 11g to 12.2.1.3 version, applications fail to load when Managed Server is restarted.

The issue is intermittent and does not happen on every restart of Managed Server.

The server log shows the below error message:

Upgrade from 11.1.1.7.0 environment to 12.2.1.3.
