In Exalogic Virtual racks, issue of EMOC Service not starting when running "/opt/sun/xvmoc/bin/ecadm start -w -v" start command is seen.

EMOC service startup hangs with below warning message "WARNING: application/scn/uce-server:default is in Maintenance state"
