OIM Password Policy Option "Minimum Password Age" Not Working With UserManager API

Information in this document applies to any platform.
Have set "Minimum Password Age=1" in Default Password policy of OIM, but even after that, user is able to reset there password more than 1 times a day using the UserManager API -- changePassword method.
1. Update the field "Minimum Password Age=1" in OIM Password Policy like "Default Policy" which is applicable to an Organization to which User is assigned to.
2. Login using some User to OIM Identity Portal
3. Reset password once.
4. Login with new password to OIM Identity Portal
5. Try resetting the password once more using UserManager API to change password of user looks like UserManager API -- changePassword method creating API connection using xelsysadm and it does not do Min Age validation against the required Password Policy.
