Goal

Coherence throwing the following SAXParseException when defining a new scheme <partitioned-quorum-scheme-policy> outside the federated-cache-scheme to reuse it across different cache-scheme definitions like below:

Is it possible to extend the coherence-cache-config.xsd scheme to support defining <partitioned-quorum-policy-scheme> under <caching-schemes> ?
