Content UI reports: "The specified library or folder does not exist or you do not have access to it"

Symptoms
When a user tries to access a URL copied in the Content UI which was meant to redirect to a folder where they do have access to view the folder's content, the Content UI reports: "The specified library or folder does not exist or you do not have access to it". Checking the users groups and attributes confirms they do have access to the folders. One of the users was the owner of the folder and yet the application reported the said error.

The database OCS schema does have the ffolderguid in the FOLDERFOLERS table.
