When upgrading OPatch to latest version 13.9.4, there is an additional group called "Authenticated Users" under security tab for folder permissions of the Oracle Fusion Middleware Oracle Home directory. This happens only on Windows Operating system.

Steps to Reproduce:

1) Install WLS using the generic jar installer, then note the permissions on the Oracle Home folder. For example, D:\WLS12213\Oracle\Middleware.
2) Apply any recent WLS PSU patches before 180717, permissions of Oracle Home does not change.
3) Install the new OPatch 13.9.4 using the OPATCH generic jar installer (Patch 28186730), permissions of the Oracle Home changes mid-way through the installation.
4) Apply WLS (or newer, which has a pre-requisite of OPATCH 13.9.4), permissions remains unchanged.
