Windows Folder Permissions for FMW/WLS 12.2.1.3 Oracle Home Changed After Updating OPatch to 13.9.4 (Doc ID 2447199.1)

Symptoms

When upgrading OPatch to latest version 13.9.4, there is an additional group called "Authenticated Users" under security tab for folder permissions of the Oracle Fusion Middleware Oracle Home directory. This happens only on Windows Operating system.

Steps to Reproduce:

1) Install WLS 12.2.1.3.0 using the generic jar installer, then note the permissions on the Oracle Home folder. For example, D:\WLS12213\Oracle\Middleware.
2) Apply any recent WLS PSU patches before 180717, permissions of Oracle Home does not change.
3) Install the new OPatch 13.9.4 using the OPATCH generic jar installer (Patch 28186730), permissions of the Oracle Home changes mid-way through the installation.
4) Apply WLS 12.2.1.3.180717 (or newer, which has a pre-requisite of OPATCH 13.9.4), permissions remains unchanged.
