Following instruction in the document to bring up JDeveloper integrated Weblogic Server.

  6 Customizing the WebCenter Content User Interface

In the connections.xml file, replace example-cs with the real host name where Oracle WebCenter Content Server instance is running. IDC port number 4444 is setup in the Config.cfg file

After server started, a browser popped up with a link to click. Clicking on the link, the browser shows the following error.
