Symptoms

After the upgrade of Forms to Version 12c and after successful configuration of the Webutil, the application fails with the following error.

oracle.forms.webutil.cApi.CApiFunctions bean not found.
WEBUTIL_C_API.REBIND_PARAMETER will not work.
