LDAPSync: OIM "Reset Password" For Locked OIM User Unlocks OUD Locked User (Doc ID 2449206.1)

Symptoms

In a OIM/OAM/OUD (LDAPSync is enabled) integrated environment, if you lock an OIM User then the native OUD account will be locked with pwdAccountLockedTime and pwdFailureTime (as many times as listed for "pwdMaxFailure" in $DOMAIN_HOME/config/fmwconfig/ovd/oim/adapters.os_xml).

In the OIM self-service UI, if you select "Reset Password" for the locked OIM User and reset the password, then OUD will natively clear the pwdAccountLockedTime and pwdFailureTime attribute values on the password reset.

The result is that the OIM User is still locked but can natively in OUD bind and search.
