Symptoms
After applying Patch Set Update (PSU) for WebLogic Server 12.1.3.0.180116, when the admin server has only the SSL listen port enabled, on server startup application deployments and libraries goes to Admin status.
This issue also occurs on WLS versions 12.2.1.0-12.2.1.2, but may or may not be prompted by a PSU patch.
