Socket Transporter Error When Create Proxy With Socket (Doc ID 2449878.1)

Symptoms

OSB 12c cannot create proxy with socket transporter, while OSB 11g is working fine. When deployed Socket Transporter in Weblogic have no error and status is active but when we tried create proxy with socket transporter or import an existed 11g project it have error:
