Symptoms

When using the Navigation API to build the header and the footer navigation, extremely slow
response times are observed when performing an update to the Site Plan Tree page.

For example, a 4-level hierarchy of around 150 pages impacts editorial users
because if a page is edited, it's parents/children get invalidated and
preview performance will be in the order of tens of seconds each time.

The expectation is that an edit and refresh should be a sub-second
response, but even a 3-5 second response would be better that 12 -20 second
response.
