Persistent File Store DAT Timestamp Doesn't Get Changed on Server Startup (Doc ID 2451391.1)

Symptoms

The file store timestamp on DAT file doesn't get changed on the server restart. When the directories are monitored while on timestamp, the old modified date is still shown.

Here are the all .DAT files. Note Persistent Store file JMS_Store_Name000000.DAT timestamp is not updated on startup which was started on Sep 13 for example.
