OID 12c: Unable To Start Node Manager After Upgrading Standalone OID 11.1.1.9 ( No WLS Installed ) To OID 12.2.1.3 " Identity key store file not found" (Doc ID 2454247.1)

Symptoms

On : 12.2.1.3.0 version, Installer & Upgrade

Unable to start node manager after upgrading standalone OID 11.1.1.9.0 (no WLS installed) to OID 12.2.1.3 when used JDK 1.8.0_172 or jdk1.8.0_171.

 Getting below error when starting the nodemanager.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade from OID 11.1.1.9 to OID 12c 12.2..1.3 using either of JDK 1.8.0_172 or jdk1.8.0_171.
