Error "The distribution cannot be removed because it is required by" When Trying to Uninstall/Deinstall FMW 12.2.1.3 with Opatch 13.9.4.X.X

Symptoms
In FMW 12.2.1.3 installation, after upgrading OPatch to 13.9.4.x.x using patch 28186730, unable to perform clean de-installation.
The Oracle Universal Installer(Distribution to Uninstall), shows message similar to "The distribution cannot be removed because it is required by" when selecting any of the component to de-install.
Issue can be reproduced using below steps:
Working scenario:
================
1. Install Fusion Middleware Infrastructure 12.2.1.3 i
2. Install Oracle Internet Directory 12.2.1.3 (Reproduces with any other FMW installation)
3. Do not perform any configuration.
4. De-install Identity Directory , followed by Weblogic Server for FMW 12.2.1.3.0 without any problem.
Non-Working scenario:
================
1. Install Fusion Middleware Infrastructure 12.2.1.3 i
2. Install Oracle Internet Directory 12.2.1.3
3. Do not perform any configuration.
4. Upgrade OPatch to 13.9.4.x.x using p28186730_139400_Generic.zip
5. Run deinstall.sh from ORACLE_HOME/oui/bin
6. Below 3 options are shown in the OUI screen
Weblogic Server for FMW 12.2.1.3.0
Oracle Identity Directory 12.2.3.0
OPatch 13.9.4.x.x
7. de-install Oracle Identity Directory 12.2.1.3.0
8. Now try de-installing Weblogic Server for FMW 12.2.1.3.0 and it cannot be de-installed as it says it is dependent on OPatch 13.9.4.x.x
9. OPatch 13.9.4.x.x cannot be de-installed as it is dependent on Weblogic Server for FMW 12.2.1.3.0
10. If OPatch 13.9.4.x.x is removed first, then both Weblogic Server for FMW 12.2.1.3.0 and Oracle Identity Directory 12.2.3.0 cannot be de-installed as option becomes greyed out due to dependencies.
Changes
OPatch has been upgraded to 13.9.4.x.x using <patch 28186730>
