WebLogic with Stuck Threads and CPU Spike (Doc ID 2456970.1)

Symptoms

Experiencing intermittent slow down on WebLogic 12.1.2 and during this time finding "stuck threads" in the server logs.  CPU spikes during this time on the web server, stuck threads goes from 20% to as high as 90 %.

Base_domain.log file is full of these messages:
