Exalogic Virtual 2.0.6.4.0: OL7 Guest vServers EoIB or IPoIB Network Does Not Work After Reboot (Doc ID 2459219.1)

Symptoms

In Exalogic Virtual racks with 2.0.6.4.0 Virtual release, issue of EoIB or IPoIB network not coming up on OL7 Guest vservers after the reboot is seen.

Checking the EoIB bond status inside /proc/net/bonding/bondX file we notice that the EoIB/IPoIB bond did not come up as seen below.

The other symptoms include IPoIB and EoIB interfaces and bonds appear as "UP" after a restart but they remain unreachable
