Symptoms

When one attempts to connect to either the Identity Self Service console or the Identity System Administration console from a browser, the browser redirects to the following URL and raises a 404 error:

Changes

Upgraded to 12c.  Additionally, tried to de-integrate Oracle Access Manager (OAM) from OIM.  In 11g upgrade source, OAM was set up to handle Single Sign-On (SSO) (limited integration).   OAM was also installed in the same domain as OIM which is not supported in OIG 12c.
