OID 12c Does Not Start Properly after Incorrect Shutdown and/or Killed Processes - Left over "oid1.state" file from prior incorrect start-up/setup attempts (Doc ID 2460616.1)

Symptoms

Issue: OID does not start properly, after shutting down the processes incorrectly.

(For example, via Manually Killing any Processes via Operating System commands (e.g. kill -9).


Situation Notes

 - Using NodeManager to start a standalone OID instance.

 - Upon using WLST to configure OID, the instance will start.

 - If the server is rebooted, or if stopNodeManager.sh is used, the "oid1" instance appears unable to start again unless oid_setup() is run again from WLST (which would actually just re-create the instance).
