Oracle Client 12.1 JDBC OCI And WebSphere Getting "java.sql.SQLException: Internal Error: Fetch error message failed" Error (Doc ID 2461060.1)

Symptoms


Oracle 12.1.0.2  Client is installed on a RHEL 7.4 server. On this same server IBM WebSphere is running and a JDBC datasource is set up to connect to an Oracle 11.2.0.4 database on Exadata.
When setting up the datasource using JDBC Thin, it works fine. However, when trying to set up the datasource to use JDBC Thick (aka OCI). it is failing with the following error message:

[9/12/18 11:22:18:119 EDT] 00000078 DataSourceCon E DSRA8040I: Failed to connect to the DataSource "<NAME>". Encountered java.sql.SQLException: Internal Error: Fetch error message failed! DSRA0010E: SQL State = 99999, Error Code = 17,001
  at oracle.jdbc.driver.T2CConnection.checkError(T2CConnection.java:988)

Using the 12c Instant Client instead of the full client does not present the problem.
