Retrieval From Oracle Result Cache Is Slow In OSB 12c (Doc ID 2461355.1)

Symptoms

A simple OSB service that responds from OSB's result cache on 11g is consuming for the first time ex: 50ms. In the second test, it is consuming 25ms an so on.
Whereas the same service on 12c is consuming for the first time ex: 100 ms and in the second test it has initial value plus more ex: 120, and so on.
