OID 11g OID Restarting Over and Over "Please adjust the time for oidmon to resume its operations" "Time diff detected" (Doc ID 2461451.1)

Symptoms

OID unable to startup fully -- restarting constantly in a 2 node Cluster

oidmon log contains the following

Changes

 In this case there was a disk failure and a restore was necessary.  Time was out of sync after the restore.
