OAM WebGate for OHS Returns 500 Internal Server Error (Doc ID 2462321.1)

On OAM version (but most probably with any WebGate version), when attempting to access an OHS resource after configuring the WebGate, a 500 Internal Server Error is returned.  When the $DOMAIN_HOME/servers/<ohs instance name>/logs/webgate.log file shows errors/warnings similar to the following:

2018/08/29@16:34:23.50762 4800 7343 CONNECTIVITY WARNING 0x00002104 /ade/aime_NGAMAC_12. "Error performing socket operations"
2018/08/29@16:34:23.50772 4800 7296 CONN_MGMT ERROR 0x00001C08 /ade/aime_NGAMAC_12. "NAP initialization failed"
2018/08/29@16:34:23.50785 4800 7296 CONN_MGMT ERROR 0x00001542 /ade/aime_NGAMAC_12. "OpenConnection failed" conn^object{ObConnectionAAA:0x7F309003CA60{_socket=NULL}{_state=ObConnDown}{_priority=1}{_debug=false}{}{_port=5575}{replyMapSize=0}{_seqno=416}{_isSpare=false}{_createTime=0}{_closedTime=0}{_retries=2}{_invalid=false}}
