Oracle Access Manager 12c (OAM 12.2.1.3) WebGate for OHS Returns 500 Internal Server Error (Doc ID 2462321.1)

Symptoms

On OAM 12.1.2.3.180706 version (but most probably with any 12.2.1.3 WebGate version), when attempting to access an OHS resource after configuring the WebGate, a 500 Internal Server Error is returned.  When the <DOMAIN_HOME>/servers/<OHS_INSTANCE>/logs/webgate.log file shows errors/warnings similar to the following:
