OAM12c - Password Policy: Unable To Disable "Alphabetic Character Must Start Password" Checkbox (Doc ID 2462323.1)

Symptoms

On : 12.2.1.3.0 version, Admin Console

ACTUAL BEHAVIOR
---------------
When De-selecting the checkbox "Alphabetic Character Must Start Password" on Password Policy screen
the changes are not being correctly saved after being applied.

EXPECTED BEHAVIOR
-----------------------
The checkbox changes should be persisted.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On OAM Admin Console click on Password Policy
2. Uncheck the checkbox "Alphabetic Character Must Start Password"
3. Apply the changes.
4. Reload the password policy page or logout and log back in.
5. Checkbox changes are not saved.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, customer cannot upgrade to to OAM 12c
