WSDL URL Disappear After Restart of the Managed Server

Symptoms
WSDL URL (?WSDL) under 'Testing' tab in Admin Console Deployment disappears after restart of the server. When the app is deployed the WSDL URL appears in the Testing tab to access the end point, however when the server is restarted it goes missing. The issue is noticed when the app is deployed onto either cluster or single node. When on cluster, after the restart of the cluster the WSDL URL goes missing on one of the servers. This issue is particularly noticed when there are huge number of deployments (in this case more than 100). The issue is very random and not specific to any one of the applications.
