Symptoms

When attempting to apply an ODSEE bundle patch (BP) on Windows as Administrator or as the non-Administrator user -

 

unzip -q sun-dsee7.zip -d c:\<DS_INSTALL_PATH>
replace c:/<DS_INSTALL_PATH>/dsee7/lib/private/bin_dsadm.exe? [y]es, [n]o, [A]ll,
[N]one, [
r]ename: A
error: cannot delete old c:/<DS_INSTALL_PATH>/dsee7/lib/libjutils.dll
Permission denied
...

 
BP can not be applied.
