FA Error Importing File in Manage Standard Lookups - File can not be found in Universal Content Manager (Doc ID 2465425.1)

Goal

Error importing file in Manage Standard Lookups using File Import and Export

Log into the content server:  https://<POD>.fa.<Data_Center>.oraclecloud.com/cs

Search for the Content ID of a exported file and it can not be found.   This is causing the FA Import/Export process to fail.
