Unresolved Webapp Library Error When Updating Extended Sites Lib (Doc ID 2467603.1)

Symptoms

While attempting to deploy a custom JAR placed into the extended lib war.  After redeploying the extended lib war the server did not restart and gives below error.

weblogic.application.ModuleException: Error: Unresolved Webapp Library references for "WebAppModule(sites:sites.war)", defined in weblogic.xml [Extension-Name: extend.sites.webapp-lib, Specification-Version: 1, Implementation-Version: 12.2.1, exact-match: false]
