Complex Password Policy Rules Not Met When Their Length Is Larger Than 2

On : 18.104.22.168.180713 version, Identity Self Service
The following error is thrown when a user is created or the password changed.
Popup Error is thrown :
Password policy selected is Default password policy with Complex password enabled.
Steps to reproduce:
Go to identity console --> Manages --> Password Policies and edit the Default
Policy enabling Complex Password.
Assign the default password policy to Org Xellerate Users
Create a user under Org Xellerate Users , you will get the error mentioned before.
