Stuck, Hogging Threads And Internal Server Error On The Page (Doc ID 2467770.1)

Symptoms

Users are seeing "Internal Server error" accessing a WebCenter Portal page.  In the diagnostic log there are stuck and hogging thread messages.  A thread dump contains the following:
