Provide steps to modify "Wiring Frontend" service table.

If Cross Component Wiring(CCW) "Wiring Frontend" service table is configured, it can be viewed in wlst offline mode.

Other components such as OWSM Policy Manager "um:<user>:fmw:owsm-pm:http" can be modified thru fmwc without issue.
