Symptoms

On WebLogic Server 12.2.1.3 with Managed Server configured with SSL Ports ONLY and have jCom protocol Enabled as below
From Administration Console > Environment > Servers > <SERVERNAME> > Protocols  > jCOM > Enable COM (selected check box)


Server start fails with below error:
