Symptoms

Upgraded Fusion Middleware version from FMW 12.2.1.1 to 12.2.1.3. After the upgrade process, the Admin Server and one of the Managed servers

start fine. But second Managed Server not starts and reports next message in the WL diagnostic log file.

SEVERE: JPS-01544
<Server
subsystem failed. Reason: A MultiException has 2 exceptions. They are:
1. oracle.security.jps.config.JpsConfigurationException: JPS-01544: The provided
configuration file path <DOMAIN_HOME>\config\fmwconfig\jps-conf
ig.xml is invalid or null.
2. java.lang.IllegalStateException: Unable to perform operation: post construct
on oracle.security.jps.wls.JpsBootStrapService

A MultiException has 2 exceptions. They are:
1. oracle.security.jps.config.JpsConfigurationException: JPS-01544: The provided
