Delay in seeing requests in Oracle SOA (12.2.1.3)

Fusion Service exposed as rest is fronted with OTD (oracle Traffic Director).

When the request comes to OTD and OTD does a handshake with Fusion right away , however the instance is created 3min 10 seconds later in Fusion.

OTD gets an 500 error for the request after 30 seconds.
