PSFT ER 11.1.1.5.0 Unable To Blank Or Null Any Fields When Custom Message is Used During Recon (Doc ID 2472928.1)

Symptoms

When custom message is used without effective date node and no value exists for it, then connector is not able clear this value in OIM during reconciliation using 11.1.5.0 PSFT ER.

Steps to reproduce:

1) Try to NULL fields during PSFT ER xml feed

2) Fields will not go NULL in OIM.
