Long Delay in RMB/OUAF Application Login Taking Over One Minute When Accessed Through Oracle HTTP Server (Doc ID 2473966.1)

After upgrade Oracle Revenue Management and Billing(RMB) Application from 2.2 to the login page is taking more then 1 min to load.

Oracle HTTP Server(OHS) is configure to forward requests to back-end WLS servers.
WLS <Patch 25800186> and <Patch 25959938> were applied to address known missing content-length response headers for similar issue but delay persists.

mod_wl_ohs debug confirmed that there were no delay in OHS responses once the requests were received by mod_wl_ohs.
