On : 11.1.2.3.1 version, Logon Manager

Can't open ESSO Administrative Console

When trying to open ESSO Administrative console it is crashing when it is opening.

Root Element is missing


STEPS
-----------------------
The issue can be reproduced at will with the following steps on a given one of problematic Windows machine where LM Admin Console SSOAdmin.xml file is corrupted.
1. Open the LM Admin Console on Windows machine.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, LM Admin Console cannot be used to configure application templates for LM clients
