Global vs Admin access of a Given Site Using Roles (Doc ID 2475064.1)

Goal

When creating admin users and adding them to just one site these users see all the other sites in the system. Is that normal functionality?

They were granted the following ACL: Browser, ElementReader, PageReader, xceleditor, UsreReader and xceladmin. For site access they have "Approver, AdvancedUser, Publisher and GeneralAdmin"
