OPatch Failed With Error Code 73. Failed To Load The Patch Object. (Doc ID 2476128.1)

Symptoms

While applying a patch, let's name it [patch number], the following error is reported by "opatch apply" command

Failed to load the patch object. Possible causes are:
The specified path is not an interim Patch shiphome
Meta-data files are missing from the patch area
Patch location = /u01/data/domains/stage/[patch number]
Details = PatchObject constructor: Input file "/u01/data/domains/stage/[patch number]/etc/config/actions" or "/u01/data/domains/stage/[patch number]/etc/config/inventory" does not exist.

OPatch failed: PatchObject constructor: Input file "/u01/data/domains/stage/[patch number]/etc/config/actions" or "/u01/data/domains/stage/[patch number]/etc/config/inventory" does not exist.
Log file location: /u01/app/oracle/middleware/oracle_common//cfgtoollogs/opatch/opatch2018-11-08_17-15-03PM_1.log
